Wie spät ist es? — official and colloquial time expressions
German has two systems for telling time: the official/digital system (used in train schedules, formal contexts) and the colloquial clock system (used in everyday conversation). Knowing both is essential. The official system uses 24-hour time: 14:30 Uhr. The colloquial system uses expressions like 'halb drei' (half past two) and 'Viertel nach vier' (quarter past four).
Asking the time: Wie spät ist es? or Wie viel Uhr ist es?
Both questions mean 'What time is it?' Wie spät = how late, Wie viel Uhr = how many o'clock. You can also ask 'Haben Sie die Uhrzeit?' (Do you have the time? — formal) or 'Kannst du mir sagen, wie spät es ist?' (Can you tell me what time it is?).
Official time: say hours + Uhr + minutes
Es ist 9 Uhr 30. (It is 9:30) | Es ist 14 Uhr 45. (It is 14:45) | Es ist 7 Uhr. (It is 7 o'clock) | Punkt 8 Uhr = exactly 8 o'clock. Used in announcements, timetables, formal writing.
Colloquial: use 'nach' (past), 'vor' (to), 'halb' (half), 'Viertel'
'nach' = past: zehn nach drei = 3:10 | 'vor' = to: zehn vor vier = 3:50 | 'Viertel' = quarter: Viertel nach drei = 3:15, Viertel vor vier = 3:45 | 'halb' = half: halb vier = 3:30 (CAUTION: halb vier = half of 4 = half past three, NOT half past four!).
IMPORTANT: 'halb' refers to the NEXT hour, not the current one
halb vier (half four) = 3:30 in German. The logic: it's half of the way TO four o'clock. halb drei = 2:30, halb fünf = 4:30, halb zwölf = 11:30. This is one of the most common mistakes for learners.
Using time in a sentence: 'um' + time
'Um' is used to state a specific time: Der Zug fährt um 8 Uhr ab. (The train leaves at 8 o'clock.) | Wir treffen uns um halb sieben. (We meet at half past six.) | Um Viertel vor neun. (At quarter to nine.)

'vor' = to (counting down to next hour)
Es ist zehn Minuten nach zwölf.
It is ten minutes past twelve. (12:10)
'nach' = past + current hour
